Should dogs be forced to wear lifejackets?

After a couple of high profile cases of dogs falling off boats and drowning, there have been calls to make it compulsory for dogs to wear lifejackets.
Should they?
Most of you will know Sky & Blu, Pete's two Collies, Now Blu unfortunately is going blind (and keeps wandering over the edge) so Pete makes him wear a lifejacket. This is because he cant find his way back to the boat/shore and also because he has a long coat and is very heavy when wet, which makes him difficult to pull out of the water. Sky on the other hand is lightweight and quite agile and also a good swimmer. If sky ever falls/jumps in she can quite easily get herself out and has never been deemed to require a lifejacket when in normal water. When we travel across Breydon for instance the dogs are locked in the cabin or allowed to sit next to us where they are supervised. Does not common sense prevail and the judgement of the owners be sufficient? surely compulsory lifejackets are not necessary for experienced skippers though perhaps education for holiday makers.

I don't see that we can legislate regarding dogs and life jackets whilst they are not compulsory for people.

Perhaps it might help if hire boatyards were to off the use of doggy lifejackets , maybe for a small fee, at the time of booking.

Most of the boat yards do offer LJs for pets at a small cost.
